Selling into Iraq
How a foreign manufacturer reaches Iraqi buyers, and what it needs before the first offer.
How do I find a reliable agent or distributor in Iraq?
Check four things before you sign: an office in Iraq, a team with a record in your sector, knowledge of the tenders and buyers for your line, and a written agreement that sets the territory, the products and the terms. ITS works this way from its office in Kirkuk.
How do foreign manufacturers enter the Iraqi market?
There are three usual routes: sell direct to a buyer from abroad, appoint an Iraqi agent or distributor, or register a branch in Iraq. Most manufacturers start with a partner in Iraq, who follows the tenders, prepares the bids and the papers, and handles delivery inside the country. ITS, an Iraqi trading company in Kirkuk, works with manufacturers on this route.
Agent, distributor or our own office in Iraq: which is better?
Most manufacturers start with a partner in Iraq, an agent or a distributor, and review the choice once sales justify it. A partner in Iraq finds the buyers, bids the tenders and handles the work in the country, and the written agreement sets how each sale is made. A branch of your own means registering in Iraq, with staff, premises and tax filings.
Who buys oil and gas equipment in Iraq?
Three groups. The Ministry of Oil’s state operating and refining companies buy by public tender. International oil companies and their engineering contractors buy from approved vendor lists, after pre-qualification. Private plants and contractors buy by direct quotation. Power, gas-processing and industrial plants buy through the same three routes. ITS works with state buyers by tender and with private buyers and contractors by quotation.
What mistakes do foreign manufacturers often make when exporting to Iraq?
Most are in the paperwork rather than the product: documents not legalised by the Iraqi embassy before shipment, a third-party inspection certificate the tender asked for and nobody arranged, or a bid bond in a different form from the one the tender sets. Each is avoided when it is planned before the bid, and that planning is the work ITS takes on with the manufacturer.
Can we sell to Iraq without travelling there?
Yes. Through ITS a manufacturer sells into Iraq without visiting: ITS handles the tender, the order and the delivery in Iraq, and the company papers a tender needs are legalised in your own country, with ITS naming each one and following it through. ITS visits the manufacturers it works with at their own offices, in their own country.
State tenders and vendor lists
How Iraqi state tenders work for a foreign manufacturer, and how international operators qualify their suppliers.
How does an agent bid an Iraqi state tender?
The agent reads the tender document and the technical specification, checks them against the maker’s range, prices the scope and prepares the technical and commercial envelopes in the format the committee sets. It answers the committee’s clarifications and, once the contract is awarded, arranges inspection where the tender calls for it, the legalised documents, customs clearance and delivery to site. ITS bids the tenders that fit each manufacturer’s line, with that manufacturer’s equipment.
Where are Iraqi government tenders published?
On the websites of the ministries and state companies, in Iraqi newspapers, and on the tender announcement pages of Iraqi embassies abroad, which carry state tenders open to foreign bidders. Tender documents are usually bought from the issuing company before the deadline. ITS follows the tenders for its principals’ product lines and sends them the ones that match.

What bid bond and performance bond do Iraqi tenders require?
Each tender sets its own, as a share of the value, in the form and from the banks it names. As one example, a 2024 Ministry of Oil tender asked for an unconditional bid bond of 2% of the estimated cost, issued by a bank on the Central Bank of Iraq’s electronic platform. The performance bond follows on award, as the contract sets it. ITS prepares its bids with the bank guarantees each tender calls for.
How does a manufacturer get on the approved vendor lists of oil companies in Iraq?
International operators and their engineering contractors keep vendor lists, and a manufacturer joins through their pre-qualification: company documents, quality certificates, references and the product data they ask for. State companies qualify bidders tender by tender instead. ITS helps a manufacturer prepare for both, and supplies under the maker’s own name and certificates, which is what a vendor-list check tests.
How does our equipment get specified on new oil and gas projects in Iraq?
On a new project the equipment is usually named in the engineering contractor’s specifications and approved-vendor list, which the operator approves. A manufacturer joins that list through the contractor’s pre-qualification, before the package goes out to bid. ITS follows the tenders for its principals’ product lines and helps a manufacturer prepare for that pre-qualification.
Do Iraqi oil companies require API or ISO certification?
The tender specification decides, and many cite API and ISO standards. ITS checks each specification against your certificates before it bids, so you know where you stand before you price.
Getting paid
How a manufacturer is paid when it sells into Iraq through ITS, and what ITS takes off its hands.
How do I get paid when selling to Iraq?
On terms you agree with ITS before the bid, case by case and to suit your company, as with the manufacturers ITS already works with. The Iraqi side of the sale is ITS’s to manage, so your team works with one partner and one agreement in Iraq.
What does ITS take on for the manufacturer in Iraq?
The part of an Iraqi sale that takes local knowledge. ITS follows the tenders, prepares the bid, the bank guarantees and the legalised papers a tender calls for, arranges inspection where it is required, and carries the order through freight, customs clearance and delivery to site. The manufacturer deals with one company in Iraq, from the first tender to the site.
Do we pay tax in Iraq when we sell through a local agent?
It depends on how the contract is built: a supply from abroad, or a supply with services in Iraq. Each tender also sets its own tax and retention terms, and ITS builds its price around them.
Documents, customs and delivery
The file that travels with the equipment, and the route it takes to site.
What documents are needed to export equipment to Iraq?
A commercial invoice and packing list, a certificate of origin legalised by the Iraqi embassy or commercial attaché in the country of manufacture, the bill of lading or air waybill, the third-party inspection certificate where the order calls for one, and the manufacturer’s material and test certificates. ITS prepares this file with the manufacturer before the goods move, as the contract and customs require. The list varies by commodity and entry point.
Is third-party inspection required before equipment ships to Iraq?
Iraqi state oil tenders normally require a third-party inspection certificate issued at the factory before shipment, from a body the tender itself names; many private orders do not. Where the order or tender calls for it, ITS arranges the inspection at origin with the manufacturer and the named inspector, then follows the consignment through to site.
What is embassy legalisation and why does Iraq require it?
Embassy legalisation is the chain an export document goes through before it is accepted in Iraq: the chamber of commerce, then national authentication, then the Iraqi embassy or commercial attaché in the country of origin. Iraqi state tenders usually ask for it on certificates of origin and on the other papers they name. ITS tells the manufacturer which papers need it and follows the chain through with them.
Do we need a certificate of conformity (COC) to ship to Iraq?
Where the product category falls under the conformity programme of Iraq’s Central Organization for Standardization and Quality Control (COSQC), the certificate is issued before shipment by an appointed inspection body, such as Bureau Veritas, Intertek or TÜV Rheinland. ITS checks the category with the manufacturer before the order ships.
Does ITS handle customs clearance in Iraq?
Yes. Where the order is delivered to site, ITS manages customs clearance in Iraq through licensed clearing agents, against the document set prepared at origin as customs and the contract require.
How does industrial equipment physically enter Iraq?
Most industrial equipment enters Iraq by sea through Umm Qasr, with heavy and pipe cargo often routed via Khor al-Zubair. European consignments can travel overland through the Ibrahim Khalil crossing from Türkiye. Instruments and spares fly into Baghdad, Erbil or Basra. ITS receives the consignment, manages clearance and delivers to site from Kirkuk.
How long does it take to get equipment into Iraq?
Lead time into Iraq is the manufacturing time quoted by the works plus the import window: inspection, legalisation, freight and clearance. ITS quotes the two parts separately, so a project schedule can be planned on each, and keeps you informed as the order progresses.
Where in Iraq does ITS deliver?
To site, anywhere in Iraq. ITS works from Kirkuk and ships to all of Iraq, from the north to Basra, delivering to the plant or field named in the order after export, freight and customs clearance. Delivery is set in the supply scope and handed over under the site’s receiving procedure.
Who commissions or starts up the equipment on site in Iraq?
The manufacturer’s own service engineers, where the order calls for start-up on site. ITS arranges their visit with the manufacturer and the site access with the operator. Orders run from spare parts handed over to complete installations built with the manufacturer, such as calibration rooms.
Working with ITS
For manufacturers considering ITS as their agent in Iraq.
Which company can represent our products in Iraq?
ITS (International Technical Solutions), an Iraqi trading company in Kirkuk, represents foreign manufacturers to Iraq’s state and private buyers. It tracks the tenders and buyers for your line, bids the tenders that fit it with your equipment, arranges inspection where the tender calls for it, the documents, freight and customs clearance, delivers to site anywhere in Iraq and supplies the spares for equipment in service. Its team has supplied Iraq’s oil and gas sector since 2003.
Who can be our agent for control valves, safety valves or instrumentation in Iraq?
ITS in Kirkuk represents makers of control valves, safety and relief valves, and instrumentation and calibration equipment to Iraq’s state and private buyers. These are core lines for ITS: it checks each tender specification against your range, bids the tenders that fit it with your equipment, and supplies original spares for valves and instruments already in service.
Is there an agent in Kirkuk or northern Iraq?
ITS works from Kirkuk, in the north of Iraq, and its team has supplied Iraq’s oil and gas sector since 2003. It represents foreign manufacturers to state and private buyers and ships from Kirkuk to all of Iraq.
How do I appoint ITS as my agent in Iraq?
Appointing an agent in Iraq normally means a written representation agreement naming the territory, the product scope and the tenders the agent may bid. ITS reviews the manufacturer’s line and confirms where it fits Iraqi operators’ specifications. Where a manufacturer appoints ITS formally, the letter is held on file and, with your consent, the relationship is listed on our manufacturers page as Authorized agent. Read how representation works.
How quickly can an agent in Iraq start on our product line?
ITS starts on your line as soon as a written agreement sets the territory, the products and the terms: it reviews your range against the current tenders, prepares your company papers with you and sets out the route to a first bid.
Is ITS an authorized agent, or a reseller?
Both, depending on the maker: where a maker has appointed ITS in writing, ITS is its authorized agent; otherwise ITS supplies the maker’s equipment as a trader. ITS publishes its role with every manufacturer on its manufacturers page. “Authorized agent” means a signed letter from the manufacturer naming ITS is on file; “Supplied by ITS” means ITS supplies the maker’s genuine equipment into Iraq.
Will ITS complete our due-diligence questionnaire and put compliance terms in writing?
ITS completes manufacturers’ due-diligence questionnaires and works under a written agreement that sets out the territory, the products, and the commercial and compliance terms agreed between you.
What should a manufacturer send, and what comes back?
Send the product scope or line card for the range, one target end-user or live tender reference if there is one, whether you already have an agent or distributor in Iraq, and any due-diligence questionnaire. ITS comes back with which Iraqi buyers purchase the category, which public tenders fit it, the document route your goods must take, and what it would need from you to bid a first tender.
Why does ITS focus on Iraq?
Because Iraq is best served by a partner on the ground. ITS works from its office in Kirkuk, follows the Iraqi tenders for the manufacturers it works with and ships to all of Iraq, from the north to Basra.
For buyers in Iraq
For plants, operators and contractors buying equipment in Iraq.
Who supplies industrial equipment in Iraq?
ITS supplies industrial equipment to state and private companies across Iraq from Kirkuk: control valves, safety valves, instrumentation and calibration equipment, mechanical seals, compressors and spares, cold boxes, flare systems, pipes, fittings and flanges, and OEM spare parts. ITS, International Technical Solutions, runs each supply from tender or quotation to delivery on site.
Does ITS supply private companies, or only state tenders?
Both. ITS supplies state-owned operators through public tender, and private companies, contractors and plants through direct quotation. A private buyer sends a datasheet, a nameplate photo or a parts list and receives an offer with the maker, the origin, the lead time and the document plan; the equipment then follows the same documents and delivery route, with inspection where the order calls for it.
Which industries does ITS supply in Iraq?
Oil and gas first, with spare parts for power stations, refineries and industrial plants. ITS supplies the operators of oil and gas fields and gas-processing plants, and the engineering contractors who build and maintain them, from process valves to flare systems, cooling equipment, instruments and spares.
Does ITS supply Iraq’s state oil and gas sector?
Yes. ITS supplies Iraq’s state-owned oil and gas operators through public tender, and the engineering contractors who build and maintain their plants. In these tenders the technical evaluation comes before the commercial one, and ITS prepares its bids with the bank guarantees each tender calls for.
Is the equipment genuine and from the original manufacturer?
Yes. ITS supplies new, genuine equipment from the original manufacturer or its authorised channel, with the manufacturer’s certificates. The certificate of origin and the material and test certificates trace back to the maker, and third-party inspection at origin, by the inspector the client names, takes place before shipment where the order calls for it. Where a line comes through the maker’s authorised channel, ITS says so in the offer.
Can ITS handle a large supply package or an EPC project scope?
Yes. ITS takes on large supply packages and runs them end to end: tender and quotation, sourcing from the manufacturer, inspection at origin where the tender calls for it, the bank guarantees each tender calls for, legalised documents, freight and delivery to site. One desk in Kirkuk follows the purchase orders, the inspection schedule, the shipping documents and the delivery.
Can a local Iraqi supplier meet our approved vendor list?
Approved vendor lists name the manufacturer, not the trader, so a local supplier qualifies by supplying makers already on the list. ITS supplies against the manufacturer’s works order under the maker’s own name and certificates, which is what a vendor-list check tests. Where a required maker is absent, ITS can approach it directly.
Can ITS supply spare parts for equipment already installed at our plant?
Yes. ITS sources original (OEM) spare parts to order for equipment in service, including trim sets, seats, actuators, positioners and instrument spares. Requests are matched against the original serial or tag number, so the part is sourced to the original specification, and ITS helps trace parts no longer in production. Each request is quoted with the lead time from the works.
How do I send an enquiry or get equipment delivered into Iraq?
Send the datasheet, tag list or tender document to info@itsiraq.com or through the contact page, with quantities, the delivery point and the tender or contract number if there is one. ITS quotes the equipment delivered, from manufacture at origin, with inspection where the order calls for it, to clearance and the last mile, and answers from Kirkuk in Arabic or English. Ranges, specifications and terms vary by manufacturer and contract, and the offer confirms them for your requirement.
